Abstract	This pamphlet has been written by Professor William A. Reitzel, Haverford College, Haverford, Pennsylvania, for use by the staff and students of the Naval War College in connection with the Naval War College curriculum. The pamphlet contains material from lectures delivered by Professor Reitzel at the Naval War College, as well as new material, correlated with and in support of areas previously explored. The first section deals with the psychological account of problem-solving. It includes a description of what is meant by a problem-situation in its most general sense, and then goes on to examine the basic types of response to such situations. Starting with individual human responses and their variations, it moves on to the type of response that is developed by training and indoctrination, and ends with consciously organized and controlled responses as developed by large organizations --of which the military is regarded as an example. The second section deals with military problem-situations as such. It examines the respects in which these situations and the responses to them are similar to or differ from the general forms and type responses discussed earlier. In doing so, it analyses the range of military decision. It also analyses a related range of responses, from those of individual officers placed at various levels of command responsibility, to those of groups of officers organized as staffs. From this, the section goes on to examine the role of the commander in a problem-situation, and discusses the nature of command decision and the organizational resources at the disposal of a commander for carrying out this role. The section ends with a review of the significance of organizing the military service in levels of command, and examines the requirements and the interrelationships of the various levels in respect to the process of decision-making. The third section takes up the established decision-making systems that have been developed by the military services. It relates these to what has preceded, taking into account the administrative methods employed, the principles of staff work, and the growth and use of planning techniques. Particular attention is paid to the function of the "Estimate of the Situation", as a means of bringing the decision-making process under orderly control. The fourth section is largely concerned with the influence of technology and of mathematical analysis on the decision-making process. The section discusses the relation of the work now being done in these fields to the established techniques of military decision-making, and raises questions of the possible value and the possible limitations of this work for military organizations. The pamphlet concludes with a brief look at the place and role of military decision in the national decision-making process and in national strategic planning.
